Definitions

traffic regulation information (Information Flow): Traffic rules, regulations, ordinances and statutes that have official status and must be understood by all motor vehicle operators and intelligent vehicles that operate at higher automation levels. The flow includes the regulations and the associated locations, effective date and time periods, and applicable vehicle classes. This flow supports targeted transfer of regulations to end user systems and may be initiated based on a query or pushed so that vehicles have access to relevant regulations for their vehicle classification at the current location, date, and timeframe.

Transportation Information Center (Source Physical Object): The 'Transportation Information Center' collects, processes, stores, and disseminates transportation information to system operators and the traveling public. The physical object can play several different roles in an integrated ITS. In one role, the TIC provides a data collection, fusing, and repackaging function, collecting information from transportation system operators and redistributing this information to other system operators in the region and other TICs. In this information redistribution role, the TIC provides a bridge between the various transportation systems that produce the information and the other TICs and their subscribers that use the information. The second role of a TIC is focused on delivery of traveler information to subscribers and the public at large. Information provided includes basic advisories, traffic and road conditions, transit schedule information, yellow pages information, ride matching information, and parking information. The TIC is commonly implemented as a website or a web-based application service, but it represents any traveler information distribution service.

Personal Information Device (Destination Physical Object): The 'Personal Information Device' provides the capability for travelers to receive formatted traveler information wherever they are. Capabilities include traveler information, trip planning, and route guidance. Frequently a smart phone, the Personal Information Device provides travelers with the capability to receive route planning and other personally focused transportation services from the infrastructure in the field, at home, at work, or while en-route. Personal Information Devices may operate independently or may be linked with connected vehicle on-board equipment.

Solution Description

This solution is used within Australia, the E.U. and the U.S.. It combines standards associated with (None-Data) with those for C-X: Wide Area Broadcast. The (None-Data) standards include an unspecified set of standards at the upper layers. The C-X: Wide Area Broadcast standards include lower-layer standards that support one entity broadcasting information to all wireless devices over an area that covers at least a metropolitan area without any expectation of acknowledgement or response; security is provided by the upper-layers.

Basis Regulations should be publicly accessible, so observation of this flow gains no information that could not be obtained legitimately. Regulations may be used to guide operations. As such, inaccurate regulations imply the vehicle operator (human or otherwise) may inadvertently violate regulations, possibly endangering the safety of others expecting the operator or vehicle to follow the rules of the road. Regulations will be used to guide the operator. As such the regulations need to be kept up to date to avoid conflict with regulations, penalties or of course safety of life. Availability is not considered HIGH as it is unlikely that such regulations that affect safety would change very often. In environments where it is envisioned that safety-impacting regulations change quickly, HIGH would be justified.
