5.9: Support Stolen Vehicle Recovery

This process shall accept vehicle registration information from personal vehicle owners and confirm the information with the appropriate department or agency for motor vehicle registration. This process shall support the establishment of certain thresholds of status and/or location for a registered vehicle in order to trigger alarms or notifications to the owner. This process shall monitor the location and status of the vehicle. If a certain threshold for location or status change has been met then this process shall notify the registered owner of the vehicle. Upon input from a registered vehicle owner this process shall send a signal to processes on board the vehicle to initiate stolen vehicle recovery. This may include commands to safely disable the vehicle, begin broadcasting its status and location to nearby emergency response vehicles, or to begin logging additional telemetry data to assist in the recovery effort. If directed by the vehicle owner this process shall send commands to safely override the vehicle controls – braking, steering, and throttle – in order to safely disable the vehicle. During a recovery operation this process shall dispatch emergency vehicle personnel in the vicinity of the vehicle in question in order to make them aware of the situation and to assist in the recovery efforts. This process shall receive and acknowledge inputs from the responding emergency vehicles when they have made contact with the stolen vehicle in order to provide updates on the situation with the emergency system operators and the vehicle owner. When necessary, this process shall coordinate its response with other emergency management center functions, e.g. with one or more local police departments to involve the most appropriate response and as the vehicle moves from one jurisdiction to another.
