'EV METR Emergent Information Dissemination' receives emergent rule information directly from collection function(s) and is responsible for notifying any nearby METR Consumer Systems (e.g., vehicles and PIDs) and the relevant Management Center (TMC/EMC/M&CMC) of the emergent rule status.
