This data flow is sent from the Provide Vehicle Monitoring and Control function to inform nearby emergency vehicles that the vehicle is in a stolen vehicle state. This will be triggered by a central process based on an emergency request from a traveler or a threshold is triggered. These broadcasts will continue until the vehicle is recovered.
